Certification happens at the regional hub, where water is tested and finished to a single standard. From there it is sealed through the haul to community depots. There is no on-site treatment to fail.

Treated municipal
Made safe on site.
Raw water is treated locally, then delivered by pipe. When operations fail, the water fails. This is where most advisories start.
Both approaches have their place. Sovereign Pure exists for Nations where the treatment-on-site model has not delivered reliable drinking water.
